ABOUT THE CHAMBER

Business circles of the Republic of Tatarstan put forward the idea of the Chamber of Commerce and Industry establishment, that was supported by the Presidential decree. Market economy development, variety of economic activity aspects and capital investment forms, involvement of regions into world economic ties, development and diversification of business structures – all these issues are good challenges for the Chamber of Commerce and Industry of the Republic of Tatarstan. It strives to adapt to constantly changing economic life conditions, to search for adequate solutions meeting the needs of economic entities, as well as for perspective spheres of activity.

The Chamber of Commerce and Industry of the Republic of Tatarstan (CCI RT) was registered as public independent non-profit organization on November 11, 1992 by the RT Department of Justice. It is located in the historic building of the former Free Economic Society of Kazan at Pushkin Street, 18. Now it is the property of the Chamber.

The legal base of CCI RT activity is the Law “On the Chambers of Commerce and Industry in the Russian Federation” and the Decrees of the RT President: “On State Support of the Entrepreneurship in the Republic of Tatarstan” of September 14, 1994 and “ On Promotion of the Entrepreneurship Development in the Republic of Tatarstan ” of March 24, 1995.

The Chamber of Commerce and Industry of the Republic of Tatarstan is a non-state non-profit organization.

The membership of CCI RT comprises 1081 entities.

There are 16 public committees in it.

CCI RT organized branches in the cities of Yelabuga, Aznakayevo, Nurlat, Chistopol, Mamadish, the representative office in Zelenodolsk. The subsidiary South-Eastern CCI is registered in Almetyevsk, and besides, there is the Chamber of Zakamskiy region in Naberezhniye Chelny.

CCI RT is an independent member within of the Russian Federation system of the Chambers of Commerce and Industry.

CCI RT provides its members with the complex of legal, information and other services, which are essential for successful business activity.

The basic fields of activity of the Chamber are:

support of foreign commerce development, assistance in cooperation of the local entrepreneurs of with their foreign partners;
establishment of economic, scientific-technical and commercial ties of the entrepreneurs within the republic and beyond its borders;
provision of informational, legal and analytical services to its members and other entrepreneurs;
training of proficient staff for the foreign economic activity;
protection of entrepreneurs interests in relations with all levels state and administration bodies;
formation of public mentality favorable to business;
certification of goods origin exported from Tatarstan, shipping documentation for these goods, and other documents of foreign economic activity;
examination, quality and integrity control, as well as quantity of imported, exported and other goods control;
exhibition activity;
force majeure circumstances certification in accordance with foreign commerce transactions and international agreement terms;
promotion of competitive production development involving foreign technologies, “know-how” and investments.

The CCI RT members can use also the opportunities given by the 15 Representations of CCI of the Russian Federation in Austria, Bulgaria, Belgium, United Kingdom, Germany, Greece, India, Italy, China, Latvia, Syria, Turkey, Finland, Check Republic, Yugoslavia, Japan, seven joined chambers as well as the opportunities of the Republic of Tatarstan representatives.

STRUCTURAL SUBDIVISIONS OF THE CHAMBER AND THE LIST OF SERVICES

Certification Department:

certifies production on the basis of examination and issues certificates of origin for the goods produced in the Russian Federation;
certifies production and issues certificates of goods origin exported from the Russian Federation, certifies shipping documentation for these goods, and other documents of foreign economic activity;

Business Training Center:

provides information of training centers;
organizes seminars, training cycles, short-term courses, training courses in different fields of business activity;
organizes presentation seminars together with foreign companies and their local offices;
organizes conferences and “round table” discussions in the frames of the program “Business and Education”;
provides consulting services of foreign specialists;
organizes seminars, practice courses abroad both chargeable and through programs of European Union as well as international governmental and private funds.

The Department of Information, Services and Development:

organizes business meetings, negotiations with representatives of foreign companies and Russian enterprises held by the Chamber;
renders consulting services on issues of foreign economy activity;
disseminates business economic information and business proposals received by the Chamber;
creates and publishes the Chamber Membership directory and updates its web-page;
renders assistance in identification of business partner, market potential evaluation;
provides information of b reliable local partner;
provides information of the world market price of products the as well as the market price of any goods in the Republic of Tatarstan (valid for the taxation inspection);
organizes subscriber’s informational service;

Public Relations Department

maintains relations with mass media in presentation of CCI RT and its members activity;

maintains relations with state power bodies, with the CCI of the Russian Federation, associations, unions and other public organizations;

establishes business contacts with regional Chambers of RF, CIS and foreign countries, permanent representations of the Republic of Tatarstan and CCI RF abroad.

Legal Department

carries out :

legal defense and consulting of enterprises, organizations and entrepreneurs;
representation functions at the International Commercial Arbitrary Court under CCI RF;
pre-court preparation and solicitation of cases at international commercial courts of the other countries;
preparation and solicitation of cases at the general jurisdiction courts of the Russian Federation and the Republic of Tatarstan, Arbitrary Courts of the Russian Federation and the Arbitrary Court of the Republic of Tatarstan;
expertise of export and import contracts;
consultations on legal issues of the Russian Federation and the Republic of Tatarstan, on taxation of foreign legal entities, on legislation issues of CIS and foreign countries;
force-majeure circumstances conclusion formulation.

Arbitration Court

solves economic disputes within arbitration jurisdiction in accordance with the Russian Federation Law “On Arbitration Court”, Arbitration Procedural Code of the Russian Federation, international agreements, with the exception of disputes, arising in the management sphere;
ensures preservation of the Law;
carries out a procedure of disputes settlement very quickly and at a low price, that enables to preserve business relations of the disputing parties in spite of differences arising between them.

Accreditation Department

issues Permissions to foreign companies for opening of their accredited representative offices in the Russian Federation and the Republic of Tatarstan;
provides registration of representation offices in the Unified Register of the RF Ministry of Finance aimed at fiscal accounting maintenance and currency account opening;
prepares all documents necessary for the above mentioned procedures with their notary certification and certified translation;

Translation and Interpretation Center

carries out translation of commercial, legal, advertising, technical, scientific and other documentation, correspondence, web-pages as well as personal documents;
verifies and provides notary and Chamber certification of translation (Chamber certification is valid for the customs bodies);
provides interpreters for synchronic and sequential interpretation of negotiations, conferences, seminars, exhibitions, presentations, equipment assembly, telephone talks, tour of the city for the delegation etc.
organizes business-economic missions, seminars and tours abroad for local businessmen.

Center of Accounting Consultations

carries out consulting service on accounting, accountancy, and taxation issues;
organizes upgrading seminars for accountants of small and medium size business enterprises;
independent expertise of disputable problems, arising between small and medium size business enterprises and taxation bodies;
analysis of fiscal control documents.
